If you really want that final skill point then you can simply replay the final main quest "The Face of Extinction". When including the 60 skill points from each level-up you can earn a potential grand total of 98 skill points in a single play-through, which is just 1 short of the 99 skill points required to learn every skill. Every main quest starting with "The Point of the Spear" will give a skill point as well as three side quests (Acquired Taste, Redmaw & Queen's Gambit), then there's each Cauldron you complete as well as the Hunting Grounds (completing all three trials at a Hunting Ground will earn you a skill point). Overriding the Tallneck in Frozen Wilds will also grant a skill point. :P The game tries to make it easy to get skill points, from what I can tell.
